Hong Kong MPF Funds, Fees and Transfers: Choosing Where Your Money Actually Goes

The short answer
Once you're enrolled in Hong Kong's Mandatory Provident Fund (MPF), contributions flow automatically — 5% from you, 5% from your employer (capped at HKD 1,500 each for relevant income up to HKD 30,000). But where that money is invested is your choice, and most newcomers leave it in the default without realising the alternatives. This guide covers fund selection, the Default Investment Strategy, comparing fees, and consolidating accounts — the parts the basic MPF guides skip.
Your fund isn't chosen for you (until it is)
When you join an employer's MPF scheme, your contributions go to the employer's chosen trustee/scheme — but within that scheme, you pick the constituent funds. If you never pick, contributions land in the scheme's default fund. Do this in your first weeks: log in to your trustee's portal and check what's actually holding your money.
The MPFA (Mandatory Provident Fund Schemes Authority) publishes each scheme's fund fact sheets and the fee table — use the official MPF Fund Platform (mpf.mpfa.org.hk) to compare funds across schemes side by side.
The Default Investment Strategy (DIS)
The DIS is the system-wide default for members who don't choose. It works on an age-based glide path: younger members hold mostly the Core Accumulation Fund (roughly 60% equities), and holdings automatically shift toward the Age 65 Plus Fund (roughly 20% equities) as you approach 65. It's cheap, automatic, and diversified — a reasonable default. But it may be too conservative for a 25-year-old who wants growth, or too aggressive for someone near retirement.
Comparing fees: the FER
Every fund publishes a Fund Expense Ratio (FER) — the annual percentage cost of running the fund. DIS funds are among the cheapest (often well under 1%); some actively managed constituent funds charge several times more. Over a 30-year career, a 1% annual fee difference can take a large bite out of your final balance — this is the single highest-leverage number to check when choosing funds.
Transfers and consolidation
Employee Choice Arrangement (ECA): once per calendar year, you can transfer the employee portion of your MPF (your own contributions from current employment) to a scheme of your choice — without changing jobs.
Changing jobs: when you leave an employer, that scheme's account becomes a personal account; you can transfer it into your new employer's scheme or another scheme you choose.
Full portability: you can transfer the entire balance of a personal account to any scheme at any time.
Consolidation: most newcomers accumulate 2–3 accounts after a few job changes. Merging them into one scheme cuts duplicate fees and makes management simple. The MPFA provides a transfer election form; processing typically takes a few weeks.
Withdrawal (recap)
MPF is locked until age 65 (or early retirement at 60, with conditions). Permanent departure from Hong Kong allows early withdrawal — but it's a one-time, all-or-nothing declaration: you must declare you have departed/will depart permanently with no intention to return for employment or residence, and you can only use this ground once in a lifetime.
Frequently asked questions
Should I just leave everything in the DIS?
The DIS is a solid default — cheap and auto-adjusting. Actively choosing different funds makes sense if you have a clear view on risk (e.g. wanting higher equity exposure in your 20s) and will review periodically.
Can I transfer my MPF to an overseas pension?
No — MPF cannot be transferred to foreign pension schemes. The balance stays in Hong Kong until a valid withdrawal ground applies.
What happens to small balances from short jobs?
They sit in personal accounts earning whatever the fund returns, minus fees. Small balances are the best reason to consolidate — fees on a HKD 5,000 account sting proportionally.
Does my employer see my fund choices?
No — fund selection within the scheme is between you and the trustee.
How do I check my total MPF across trustees?
Use the MPFA's e-Enquiry of Personal Account service to see all your MPF personal accounts across trustees in one place.
