Self-Employed and Freelancer Taxes in New Zealand: IR3, IRD Number, GST, and Record-Keeping

⚠️ Disclaimer: For general information only — not tax, financial, legal, or medical advice. Figures may be outdated or incorrect; tax rules change frequently. Verify important decisions with the CRA/IRS or a qualified professional (for health topics, a licensed healthcare provider). You use this information at your own risk.
The short answer

New Zealand has no separate "freelancer tax" and no special business tax ID for sole traders — you use your personal IRD number, report everything on the IR3 individual tax return, and pay income tax at the normal individual rates. The tax year runs from 1 April to 31 March, and the IR3 is due 7 July if you file yourself (31 March of the following year with a tax agent's extension).

Step 1: Get your personal IRD number

Before invoicing anyone, apply for an IRD number online as a new arrival — IRD asks for your passport details and your Immigration New Zealand application number, and the number usually arrives by text or email within about 2 days. Unlike in many countries, there is no separate tax number for the self-employed: your personal IRD number is your business tax ID. Without an IRD number, any employer or payer must deduct tax at the highest "no-notification" rate.

Step 2: File an IR3 every year

Self-employed income counts as income IRD has not been told about, so you must file an IR3 individual tax return each year by 7 July (or 31 March of the following year with a registered tax agent). File in myIR. You declare all income and deduct your business expenses, then pay the balance — or receive a refund if you overpaid.

Step 3: Provisional tax — paying next year in advance

If your end-of-year residual income tax is high, IRD may move you onto provisional tax: instead of paying one lump sum after year end, you pay next year's estimated tax in instalments during the year. Many freelancers are surprised by this in their second year. The current threshold is more than $5,000 of residual income tax — myIR tells you whether you need to pay it.

Step 4: GST and the $60,000 threshold

If your turnover passes NZ$60,000 in any rolling 12-month period (actual past or expected future), you must register for GST in myIR and charge 15% GST on your invoices. Below the threshold, registration is optional — worth considering if your costs carry GST you could claim back, or if your clients are GST-registered businesses.

Step 5: Keep records

Keep records of all income and expenses — invoices issued, receipts, bank statements. IRD expects you to be able to back up every figure on your IR3. Simple accounting software or even a well-organised spreadsheet is enough for most freelancers; talk to a registered tax agent if your affairs get complex (a tax agent also extends your IR3 deadline to 31 March).

Frequently asked questions

Is there a separate freelancer tax registration in New Zealand?

No. You use your personal IRD number and file the standard IR3 return. There is no separate sole-trader tax ID.

Do I need to register for GST as a freelancer?

Only if your turnover reaches NZ$60,000 in any 12-month period — then registration is mandatory. Below that it is optional.

What if I have both a salary and freelance income?

Declare everything on your IR3: your PAYE-taxed salary plus your self-employment income and expenses. The salary is already taxed; the return reconciles the total.

Can I deduct home-office and equipment costs?

Yes — legitimate business expenses reduce your taxable income. Keep receipts and records to support every deduction claimed.
