Buying a Car in Spain: New vs Used, DGT Transfer, ITV, Insurance, and License Exchange

⚠️ Disclaimer: For general information only — not tax, financial, legal, or medical advice. Figures may be outdated or incorrect; tax rules change frequently. The short answer

Outside the biggest cities, a car makes life in Spain much easier. The buying process is bureaucratic but predictable: the DGT transfer, the ITV inspection, and mandatory insurance are the three gates every used car passes through.

New vs. used

  • New: full warranty and the latest safety tech, but 20–30% depreciation in the first years. Spanish dealers discount less aggressively than in some countries — negotiate on the extras and financing, not just the sticker price.
  • Used (3–6 years old): the sweet spot. Look on coches.net, AutoScout24, and Milanuncios (cheapest, highest scam risk). A 4-year-old car with 60,000–80,000 km from a known brand is the classic smart buy.
  • Kilometraje and ITV history matter more than age: ask for the service book and check the ITV record. Clocking (odometer fraud) exists — a pre-purchase inspection at an independent taller (roughly €100–€250, depending on whether you use a regular workshop or a dedicated pre-purchase inspection service) is money well spent.

The DGT transfer (cambio de titularidad)

Every used-car sale must be registered with the DGT (Dirección General de Tráfico). You need:

  1. The signed sales contract (contrato de compraventa) with both parties' IDs.
  2. A valid ITV (inspection) on the car.
  3. Proof that the road tax (impuesto de circulación) is paid for the current year.
  4. Payment of the transfer tax — for private sales this is the ITP (transfer tax), a percentage of the car's official fiscal value, varying by community (4–8%).
  5. The DGT transfer fee (tasa) — €55.70 (DGT official fee schedule).

You can do it at a DGT office (cita previa), or pay a gestoría roughly €60–€150 to handle the whole thing — most Spaniards use a gestoría and never visit the DGT. Dealers handle it for you on their own stock.

Warning: never buy a car with unpaid fines or embargoes — debts follow the car, not the seller. Ask for an informe de tráfico from the DGT (small fee) before paying.

ITV: the periodic inspection

The ITV (Inspección Técnica de Vehículos) is Spain's roadworthiness test:

  • New cars: exempt for the first 4 years
  • 4–10 years old: every 2 years
  • Over 10 years: every year

Driving without a valid ITV means fines and, more importantly, your insurance may refuse to pay after an accident. When buying used, a fresh ITV is a good sign; one expiring next month is a negotiation point.

Insurance: mandatory minimum

Third-party liability insurance (seguro obligatorio / seguro a terceros) is legally required — driving uninsured brings heavy fines and vehicle impoundment.

  • As a newcomer with no Spanish insurance history, expect higher quotes. Bring a claims-free letter from your home-country insurer — some Spanish insurers honor foreign no-claims history.
  • Compare at least 4–5 insurers: Linea Directa, Mutua Madrileña, Mapfre, Allianz, Verti are common starting points. Online comparators (Rastreator, Acierto) help, but call for the final price.
  • Comprehensive (todo riesgo) on a new car; third-party is usually enough on a car worth under ~€5,000.
  • Annual premiums for a careful driver on an ordinary car typically run a few hundred euros a year for third-party cover (the 2026 national average is around €400–€470) — newcomers without a Spanish claims history often pay more in year one.

Foreign license: exchange or retake

  • EU/EEA licenses: valid in Spain; exchange is voluntary (but recommended once resident — do it before it expires).
  • Your foreign license is valid for 6 months from the date you become a legal resident. After that, you must hold a Spanish license.
  • Exchange (canje): Spain has exchange agreements with around 30 countries (including Argentina, Brazil, Chile, Colombia, Ecuador, Japan, Morocco, Peru, Switzerland, Turkey, the UK, and others — the DGT publishes the current list, updated June 2026). For car/motorcycle licenses (A/B categories) the exchange is direct, no tests, costing the DGT fee of €28.87. The license must have been obtained before you became resident.
  • No agreement (including the USA, Canada, China, India, Australia): you must get a Spanish license from scratch — theory test (available in English and other languages) plus practical test through a driving school (autoescuela). Budget roughly €900–€1,500 all-in (less if you pass first time and need few lessons).
  • An International Driving Permit accompanies your home license for the first months but does not extend the 6-month limit.

Frequently asked questions

Can I buy a car as a non-resident?

Yes — you need a NIE and a Spanish address for registration. Tourists on short stays generally cannot register a car.

How long does the DGT transfer take?

Same day at a DGT office if the paperwork is clean; a gestoría usually needs a few days. You get a provisional circulation permit immediately.

What does a gestoría cost?

Roughly €60–€150 for a standard transfer — worth it for the first car while your Spanish is still catching up.

Do I need winter tires or chains?

Not nationally mandated, but the DGT requires chains or winter tires on certain mountain roads in winter when signs indicate it. Carry chains if you drive to ski resorts.

Can I drive a rental with my foreign license?

Yes — rental companies accept valid foreign licenses (plus IDP where required) for tourists. The 6-month rule applies to residents, not visitors.
