The short answer
Value-Added Tax in South Africa is levied at a standard rate of 15% on most goods and services — the rate has been 15% since 1 April 2018. A proposed increase to 15.5% (and later 16%) announced in the March 2025 Budget was reversed in April 2025 after political and legal opposition, so 15% remains the rate. As a consumer you simply pay it at the till; as a business or freelancer you may need to register as a VAT vendor.
Who must register for VAT
You must register as a VAT vendor with SARS if your taxable supplies exceed R1 million in any 12-month period (or you expect to exceed it). Voluntary registration is possible above R50,000 of taxable supplies. Once registered, you charge 15% VAT on your sales, claim back VAT on business purchases (input tax), and file VAT returns — usually every two months.
Zero-rated vs exempt: not the same thing
Zero-rated (0%): basic foodstuffs (brown bread, maize meal, milk, eggs, fruit and vegetables, and others on the list), exports, and a few other categories. Vendors still claim input tax on these.
Exempt (no VAT at all): financial services, long-term residential rental, public transport, and educational services, among others. No VAT is charged and no input tax is claimed.
What newcomers notice
Prices on shelves already include VAT — the ticket price is what you pay, unlike the US where sales tax is added at checkout.
Tourists can claim VAT refunds on qualifying purchases when leaving the country (keep receipts and use the VAT refund desks at major airports).
Digital services from abroad (streaming, apps) are subject to VAT through the electronic services rules — you will see it in the price.
Frequently asked questions
I am a freelancer. Do I charge my clients VAT?
Only if you are a registered VAT vendor (mandatory above R1 million turnover in 12 months). Below that you generally do not charge VAT — but you also cannot claim input tax back on your expenses.
Is rent subject to VAT?
Residential letting is exempt — your landlord does not charge VAT on residential rent. Commercial rent does attract VAT.
Did the VAT rate really almost change in 2025?
Yes. The March 2025 Budget proposed 15.5% from 1 May 2025 and 16% from 1 April 2026. On 24 April 2025 the Finance Minister reversed the increase after court action and political opposition, and SARS confirmed vendors must keep charging 15%.
How is VAT different from income tax?
VAT is a consumption tax collected at each stage of the supply chain and ultimately paid by the consumer; income tax is levied on your earnings. They are administered separately by SARS.
