Why Is My New Zealand IRD Number Application Taking So Long — and What Should I Do?

⚠️ Disclaimer: For general information only — not tax, financial, legal, or medical advice. Figures may be outdated or incorrect; tax rules change frequently. Verify important decisions with the CRA/IRS or a qualified professional (for health topics, a licensed healthcare provider). You use this information at your own risk.
The short answer

Applying from overseas before you travel is slower (paper-based processing) and needs either a functioning New Zealand bank account or an IR997 due-diligence form.

The two timelines

New arrival (online, simplified channel): apply on ird.govt.nz with your passport details and INZ application number; IRD verifies your identity with Immigration New Zealand; your number arrives by text or email, usually within about 2 working days.

Living in New Zealand (online, then in person): if you missed the new-arrival window — for example, your visa's final travel date passed before you applied — you apply online, then must present your original identity documents at an AA site within 20 days for verification. After verification, allow up to 10 working days (12 if you applied on paper).

Applying from overseas before you travel is slower (paper-based processing) and needs either a functioning New Zealand bank account or an IR997 due-diligence form.

Stuck? The official fix

IRD has a dedicated "Cannot get my IRD number online" page. If the online identity check fails, the official way out is to complete the in-New-Zealand process or lodge a paper IR595 form at an AA site — rather than submitting the same online application again.

Working without a number: the 45% problem

If you start work before your number arrives and haven't given your employer a completed IR330 tax code declaration, your employer must deduct tax at the 45% non-declaration rate. The fix is fast: the moment your IRD number arrives, give it to your employer along with a completed IR330, and future pay is taxed at your correct code. Overpaid tax isn't lost — it's reconciled through your tax assessment, so keep your payslips.

Two practical notes: the IRD number application is free — never pay anyone to get you one. And tell your employer your number is on the way rather than silently accepting months of 45% deductions.

Frequently asked questions

I applied as a new arrival two weeks ago and nothing has arrived. Is something wrong?

Probably the identity verification didn't go through. Check your email (including spam) for IRD messages, then follow the "Cannot get my IRD number online" path rather than submitting a second identical application.

Does my employer need my number, or just my tax code?

Both, eventually. The IR330 tax code declaration requires your IRD number on it; without either, the 45% non-declaration rate applies.

Why is an application made from overseas slower?

Overseas applications are processed on paper with extra identity-verification steps (a New Zealand bank account or the IR997 form). It's usually faster to arrive first and use the new-arrival channel.

Is the extra 45% tax refundable?

Yes — over-deducted tax is settled through your income tax assessment. Give your employer your number and IR330 as soon as possible to stop further over-deduction.
