The short answer
The extension applies to overseas licences equivalent to a New Zealand Class 1 (car) licence. It runs from your most recent arrival in New Zealand — leaving and re-entering restarts the clock. It is temporary: the Land Transport (Driver Licensing) Amendment Rule 2024, which introduced it, is revoked on 1 November 2026, and the limit then reverts to 12 months. Motorcycle and truck licences were never extended — the limit is 12 months for those. After the limit, driving on an overseas licence is not allowed.
The 18-month rule, and when it ends

Exempt vs non-exempt countries
Some countries are "exempt" — their licensing systems are close enough to New Zealand's that you can convert without sitting tests. The exempt list includes Australia, the United Kingdom, the United States, Canada, Japan, Germany, and France, among others (full list on NZTA's conversion page). Mainland China is non-exempt: conversion means passing both a theory test and a practical driving test.
How conversion works (non-exempt country)
You must apply at a specialist overseas conversion site — not every AA agent can do conversions; find your nearest one on NZTA's site. Bring:
the application form (downloadable from NZTA's conversion page)
proof of your identity
your overseas licence, plus an approved translation if it's not in English
eyesight evidence (a test can be done at the agent)
a medical certificate if required
high-quality colour photocopies of everything above
The theory test has 35 questions with a pass mark of 32; a Chinese-language paper is reportedly available — confirm the current test format on NZTA's site. Fees apply at each step (an application fee plus theory and practical test fees); confirm current amounts on NZTA's site before you go.
One timing detail matters: after you pass the theory test, you receive a New Zealand licence with a supervisor condition — you may only drive accompanied by someone who has held a full New Zealand licence for at least two years. The condition lifts when you pass the practical test. Note that once you've started converting (for example, you hold a supervisor-condition licence or a learner licence), you can no longer drive on your overseas licence — so time your application so you don't strand yourself before the practical test. You also cannot convert using only an international driving permit; the physical overseas licence is required.
Frequently asked questions
My overseas licence expires next month. Do the 18 months still apply?
The 18 months run from your last arrival, but require your overseas licence to remain valid. An expired overseas licence can't be used or converted — renew it with your home licensing authority first if possible.
I have a Hong Kong licence. Do I need the tests?
Hong Kong is on NZTA's exempt list (as a Special Administrative Region), so a Hong Kong licence held for at least two years converts without theory or practical tests — confirm your situation at a conversion site.
Can I drive while waiting for my practical test after passing theory?
Yes, but only under the supervisor condition — accompanied by a driver who has held a full NZ licence for at least two years. Your overseas licence no longer counts once conversion has started.
What if I leave New Zealand and come back?
The driving period runs from your most recent arrival, so a trip out and back restarts the 18 (or 12) months — but so does the clock on getting your conversion done. Don't use travel as a substitute for converting.
