How does my company qualify for Hengqin's 15% corporate income tax rate?

The short answer

Two gates: your industry must be on the encouraged catalogue, and the company must have substantive operations in Hengqin β€” real premises, real staff, real business activity. The "double 15%" (15% CIT + 15% IIT relief) is one of the zone's headline incentives, but a shell registration with no substance won't qualify, and incentives wrongly claimed can be clawed back.

Gate 1: the encouraged industries catalogue

The catalogue covers sectors the zone wants to develop β€” modern finance, tech R&D, high-end manufacturing, cultural tourism, professional services, and related industries. Check the current version of the catalogue (it gets updated) and confirm your company's registered business scope actually falls within it. Being "adjacent" isn't enough.

Gate 2: substantive operations

This is where shell registrations die. The authorities look for:

  • A real operating address in Hengqin (not just a registered address)
  • Staff actually working there, with proper employment records
  • Business activity consistent with the declared industry
  • Financial records matching the claimed operations

The clawback risk

If the incentive was granted based on misrepresentation β€” wrong industry classification, no real operations β€” the tax bureau can recover the exempted tax plus late-payment surcharges. The zone's audit capacity has grown with the policy's popularity, so the "register now, figure it out later" approach is increasingly dangerous.

What the catalogue covers (high level)

The encouraged catalogue targets industries the zone is built for. Broadly:

SectorExamples
Modern financeCross-border finance, wealth management, fintech
TechnologyR&D centres, high-tech manufacturing, semiconductors
Cultural tourismCreative industries, tourism services
Professional servicesLegal, accounting, consulting serving the zone

Always check the current published version β€” catalogues are revised, and your company's registered scope must match a listed item, not merely sit next to one.

Frequently asked questions

Can I register in Hengqin but operate mainly elsewhere?

That defeats the substantive-operations test. Some back-office or management presence elsewhere is normal, but the core qualifying activity must be in the zone.

Does the 15% apply automatically once I'm in the catalogue?

No β€” you apply and demonstrate both gates. Keep the catalogue qualification documents and substance evidence filed together.

What about the IIT side of "double 15%"?

Eligible high-end and scarce talent can get IIT above 15% exempted. That's a separate application with its own talent-certification requirements.
