No TV? You Still Have to Pay the Rundfunkbeitrag

⚠️ Disclaimer: For general information only — not tax, financial, legal, or medical advice. Figures may be outdated or incorrect; tax rules change frequently. Verify important decisions with the CRA/IRS or a qualified professional (for health topics, a licensed healthcare provider). You use this information at your own risk.
The short answer

What it is and who pays

  • The Rundfunkbeitrag funds ARD, ZDF, and Deutschlandradio — public broadcasters. Every household with a registered address pays, one fee per Wohnung (apartment), regardless of how many people live there or what devices they own.
  • No TV? No German? Still pay. The fee is device-independent since the 2013 reform — streaming a podcast on your phone counts the same as a living-room TV. Foreigners pay like everyone else; there's no newcomer grace period.
  • WG rule: a shared flat is one household — one payment covers all flatmates. Agree in writing who pays the Beitragsservice (the collection agency) and split it internally.
  • Couples: two people at one address = one fee, not two.

How payment works

  • The Beitragsservice typically bills quarterly in the middle of the quarter (€55.08) and debits your account if you've given them a SEPA mandate (SEPA-Lastschriftmandat).
  • If you've just registered your address (Anmeldung), expect the first letter within a few weeks: they match registration data with their payment records. Ignoring it doesn't make it go away — late fees (Säumniszuschläge) accumulate.

Exemptions (Befreiung) and reductions

  • Full exemption: recipients of Bürgergeld (citizen's income/unemployment benefit II), BAföG (federal student aid), Sozialhilfe (social assistance), and several other benefits can apply for a Befreiung (exemption) — but it must be applied for; it's not automatic.
  • Second home (Zweitwohnung): exempt from the fee since a 2018 court ruling — but you must request the exemption.
  • Disabled persons with certain official disability markers (Merkzeichen) pay a reduced rate.
  • No general low-income reduction exists beyond the listed categories — it's full fee or approved exemption.

Frequently asked questions

I only stream Netflix and never watch ARD/ZDF. Do I still pay?

Yes. The fee is per household, not per device or per viewing habit. Ownership of a TV is irrelevant.

I just moved to Germany — when does billing start?

From the month you registered your address. The Beitragsservice cross-references Anmeldung data, so they will find you.

My flatmate already pays. Do I need to do anything?

One of you should confirm with the Beitragsservice that the household is covered under one Beitragsnummer (contribution number) — duplicates are a classic source of double billing.

What happens if I just ignore the letters?

Arrears plus late fees, and eventually enforcement (Vollstreckung) through the local authorities. German bureaucracy is patient and thorough — pay or get a proper exemption.

I'm a student — do I get a discount?

Only if you receive BAföG (which qualifies you for exemption). Regular students without benefits pay the full amount.
