Hong Kong Salaries Tax for Newcomers: the Territorial System, Allowances and Filing

⚠️ Disclaimer: For general information only — not tax, financial, legal, or medical advice. Figures may be outdated or incorrect; tax rules change frequently. The short answer

Hong Kong taxes only income arising in or derived from Hong Kong — there is no worldwide taxation and no capital gains tax. For a newcomer, this is usually good news. But the system has its own logic: a dual tax calculation, a 60-day exemption rule, and allowances that can wipe out the bill entirely for middle earners. Here's how salaries tax works for 2025/26.

The territorial principle

Salaries tax is charged on employment income arising in or derived from Hong Kong. Three factors determine where your employment is "located": where the contract was negotiated and is enforceable, where the employer resides, and where you're paid. If all three are outside Hong Kong, the employment is treated as outside Hong Kong — and only income for services rendered in Hong Kong (plus attributable leave) is taxed.

The 60-day rule: if you visit Hong Kong for 60 days or fewer in a year of assessment, employment income for those services is fully exempt. Past 60 days, the full source rules apply and income is apportioned by Hong Kong workdays.

The dual calculation (you pay the lower)

Hong Kong runs two computations and charges whichever is lower:

Progressive rates on net chargeable income (income minus deductions minus allowances), 2025/26:

Net chargeable incomeRate
First HKD 50,0002%
Next HKD 50,0006%
Next HKD 50,00010%
Next HKD 50,00014%
Remainder17%

Two-tiered standard rate on net income (after deductions, without allowances): 15% on the first HKD 5 million, 16% on the remainder.

Allowances that matter (2025/26)

AllowanceAmount
Basic allowanceHKD 132,000
Married person's allowance (joint assessment)HKD 264,000
Child allowance (each, 1st–9th; year of birth)HKD 260,000 / HKD 130,000 other years
Dependent parent/grandparent (60+, each)HKD 50,000 (HKD 25,000 if 55–59)

With the HKD 132,000 basic allowance, a monthly salary below about HKD 11,000 generally attracts no tax at all. Mandatory MPF contributions are deductible too.

Filing: what newcomers do

  • The Inland Revenue Department (IRD) issues tax returns around May each year; the year of assessment runs 1 April–31 March.
  • First year: you may receive a return even mid-year after starting work — file it; the IRD uses it to set up your file.
  • Provisional tax: Hong Kong charges you in advance — your first bill often covers the prior year plus a provisional payment for the current year (the famous "double bill"). Budget for it.
  • Keep records of Hong Kong vs non-Hong Kong workdays if you travel for work — apportionment lives or dies on evidence.

Frequently asked questions

I work remotely for an overseas employer while living in Hong Kong. Taxable?

It depends on where the employment is located and where services are rendered. If you're performing the work in Hong Kong, that income is generally within scope. Get advice — remote-work source questions are fact-specific.

Do bonuses count?

Yes — bonuses, commissions, and most benefits-in-kind are assessable income, subject to the same source and apportionment rules.

What about rental income from my home country?

Not taxable in Hong Kong under the territorial system (though your home country may tax it).

Can my spouse and I be assessed jointly?

Yes — joint assessment can use the married person's allowance (HKD 264,000) and may reduce the total bill. Run both computations before choosing.

I arrived mid-year. Do I file a full year?

You're assessed on Hong Kong-source income for the period it arose; the return covers the year of assessment, and allowances are generally available in full. File what the IRD sends you.
