The short answer
Canada's 2027–2029 Immigration Levels Plan is expected in early November 2026 (November 1 falls on a Sunday; the plan will be tabled when Parliament sits). Our preview covered the timeline. This deep dive explains what each part of the plan means for your route — Express Entry, PNP, family sponsorship, or study/work permits.
The targets being replaced
The current 2026–2028 plan set 380,000 new permanent residents in 2026, flat rather than growing, plus up to 385,000 new temporary resident arrivals in 2026, falling to 370,000 in 2027–2028. The new plan will set the first-ever official target for 2029 and confirm or revise the provisional 2027–2028 numbers. Watch also for the first 2029 francophone immigration target published inside the three-year plan.
What it means for Express Entry candidates
The economic category is the largest PR stream. If the plan holds or raises economic targets, invitation rounds can stay large; cuts would mean higher CRS cutoffs. Read it together with the November 3, 2026 Express Entry overhaul (new median-wage points, no LMIA for qualifying offers) — the plan sets how many people come; the CRS changes decide who gets picked first.
What it means for PNP applicants
Provincial Nominee Program allocations come out of the federal plan's economic envelope. Provinces negotiate their shares after the plan lands — so a flat or rising plan is good news for PNP-heavy provinces (Ontario, BC, Alberta), while cuts squeeze everyone.
What it means for families and students/workers
Family sponsorship (spouses, parents/grandparents) has its own sub-targets — watch whether they grow with the plan or stay frozen.
Temporary residents: the plan now includes TR arrival targets (workers and students). If TR targets keep falling, expect tighter PGWP and study-permit rules to continue.
What to do now
Don't wait for the plan to prepare. Language tests, ECAs and work-reference letters take months — the plan only changes the odds, not the requirements.
If you are in the Express Entry pool, update your profile before November 3 for the new wage-based points (see our deep dive).
When the plan drops, compare the 2027–2028 numbers against the current 380,000 baseline: up, flat, or down tells you everything about next year's competition.
Frequently asked questions
Will the plan change CRS cutoffs directly?
No — but higher targets usually mean larger draws, which usually mean lower cutoffs. The direction matters more than the exact number.
When exactly will it be released?
No confirmed date. Expect the first week of November 2026, when the House sits.
Does the plan affect people already approved?
No. Targets govern new admissions, not issued visas or existing PRs.
