The short answer

If you're immigrating to Canada through Express Entry, you'll almost certainly need an Educational Credential Assessment (ECA) — an official statement that your foreign degree, diploma, or certificate is valid and equal to a Canadian credential. World Education Services (WES) is the most widely used provider. Here's what it costs in 2026, how long it really takes, which report to order, and where applications most often get rejected.

What WES is and what an ECA does

WES is a non-profit organization that evaluates academic credentials earned outside Canada (and the US) against Canadian standards. For immigration, IRCC requires most Express Entry candidates with foreign education to submit an ECA from a designated organization — WES is one of them.

An ECA does two things: it verifies your credential is authentic and states its Canadian equivalency (for example, "Bachelor's degree (four years)" or "Master's degree"). IRCC uses this to award you Comprehensive Ranking System (CRS) points for education. Without a valid ECA, foreign education scores zero points.

Which report to order

WES sells several report types. Ordering the wrong one is the single most common expensive mistake:

ReportWhat it isWhen you need it
ECA for IRCCDocument-by-document assessment in the IRCC formatExpress Entry, FSW, CEC/FSWP education points
Document-by-DocumentGeneral equivalency statement per credentialEmployment, general purposes
Course-by-CoursePer-course breakdown with converted GPAGraduate school admissions, some licensing bodies
ICAP versionsSame reports + WES stores your verified transcriptsWhen you'll need transcripts sent to schools later

For Canadian immigration, order the "ECA for IRCC" — a Document-by-Document report will not satisfy IRCC. For professional licensing (nurses, engineers), check with the regulator first: some require course-by-course. For US purposes, see our companion guide — the product lineup differs.

The IRCC-designated organizations

WES is not the only option. IRCC designates these organizations for ECAs:

  • World Education Services (WES) — general credentials; fastest and most recognized
  • International Credential Assessment Service of Canada (ICAS)
  • International Qualifications Assessment Service (IQAS) — Alberta government
  • Comparative Education Service (CES) — University of Toronto
  • International Credential Evaluation Service (ICES) — BCIT

Profession-specific bodies also issue ECAs: the Medical Council of Canada (MCC) for physicians and the Pharmacy Examining Board of Canada (PEBC) for pharmacists. If you're a doctor or pharmacist, you must use the profession-specific body, not WES.

The process, step by step

  1. Create a WES account and select the ECA for IRCC. You'll get a WES reference number — put it on everything.
  2. Pay the fee. Fees are non-refundable once submitted.
  3. Have your documents sent. This is the critical step: WES generally requires academic documents sent directly by the issuing institution (sealed envelope or secure electronic transmission). Documents you send yourself are usually not accepted. Requirements vary by country — WES publishes country-specific document requirements; follow yours exactly.
  4. Translations. Documents not in English or French need certified translations.
  5. WES verifies. WES reviews your documents and verifies authenticity, often by contacting the issuing institution directly.
  6. Evaluation and report. Once documents are accepted, WES completes the evaluation and issues the report, which IRCC can access electronically.

Fees in 2026

WES raised prices by 3% on January 1, 2026. Current published pricing for the ECA for IRCC:

  • ECA for IRCC: C$264 (before tax and delivery)
  • 13% HST added where applicable
  • Standard delivery: C$14 (no tracking); next-day courier within Canada: C$29; international courier: C$97 per address
  • Extra report copies and upgrades cost extra

Budget roughly C$300–350 all-in for a straightforward case, more if you need translations or your institution charges dispatch fees. Confirm the live price on wes.org before paying — fees change.

Timelines: the honest math

WES publishes two stages, counted only after all required documents are received and accepted:

  • Document verification: typically 2 weeks
  • Evaluation: typically 1 week (up to 2 weeks for complex cases)

That's about 3–4 weeks of WES processing — but the real timeline is longer. The long pole is almost always your university sending documents: sealed transcripts from some institutions take weeks, and for countries like China (CHESICC/CDGDC verification) or India (slow university dispatch), add several more weeks. Realistic end-to-end: 6–12 weeks from starting. Start the institution request first — it's the bottleneck.

WES also has a document window (reportedly around 28 days) for all required documents to arrive after you apply — don't start the clock until your institution is ready to send.

Where applications fail

  • Wrong report type. Ordering Document-by-Document for Express Entry wastes the fee — IRCC needs the ECA format.
  • Applicant-sent documents. Transcripts you mail yourself are rejected; they must come from the institution.
  • Name mismatches. If your academic documents show a different name than your application (maiden name, transliteration differences), provide supporting identity documents.
  • Unrecognized institutions. Degrees from institutions not recognized in their home country may come back with a lower equivalency or "not recognized" finding.
  • Expired ECA. An ECA is valid for IRCC for 5 years from the issue date. An expired ECA at the time you apply means starting over.
  • Incomplete country requirements. Each country has specific document rules (e.g., some require verification through national bodies first). Skipping a required step stalls the file.

Frequently asked questions

How long is a WES ECA valid for Express Entry?

Five years from the date of issue. It must be valid when you submit your complete application, not just when you enter the pool — check the expiry date.

Can I use one ECA for both me and my spouse?

No. Each person claiming education points needs their own ECA in their own name.

My degree is from an unrecognized school. What happens?

WES may assess it as a lower equivalency or find it not recognized, which can mean fewer or zero CRS education points. You cannot appeal the academic judgment itself, though you can ask for a review if you believe documents were misread.

Do I need an ECA if I have a Canadian degree?

No — Canadian credentials don't need assessment. But if you want points for a foreign credential in addition, that one needs an ECA.

WES vs IQAS vs CES — which is fastest?

Published times vary widely (roughly 15 business days to 20 weeks across organizations). WES is generally the fastest for straightforward cases, but speed depends on your country and document complexity. Check each organization's current published times before choosing.
