My passport expires in 2 years — will IRCC shorten my 3-year PGWP to match it?
Yes. A PGWP cannot be issued for longer than your passport's validity. If you're eligible for a 3-year permit but your passport expires in 2 years, IRCC will issue the PGWP for 2 years. The good news: the remaining year isn't lost — after you renew your passport, you can apply for an extension to receive the full validity you were originally eligible for.
The rule
IRCC's program delivery instructions are explicit: "The validity period may not go beyond the applicant's passport validity date." When an officer shortens a PGWP because of the passport, they're required to note the reason in the file (in GCMS user remarks and notes).
This applies to the initial PGWP. It's one of two caps on your permit length — the other is your program length. Whichever comes first wins.
How to get the remaining time back
IRCC's instructions say that when this notation exists in the file, "the applicant may apply for a work permit extension upon the renewal of their passport to receive the full validity of their PGWP."
Two important limits on that extension:
- It's only for passport-related shortening. IRCC states PGWPs can be extended only when the full length couldn't be provided at approval because of the passport expiry date. You can't use this route to stretch a PGWP that was short for any other reason (e.g. program length).
- It's a top-up, not a new permit. The extension brings you to the validity you were originally eligible for — it doesn't reset the clock or grant a fresh 3 years.
IRCC also notes it never issues a PGWP valid for longer than your passport or biometrics validity, so check both dates.
Best practice: renew before you apply
The cleanest fix is to renew your passport before submitting the PGWP application. Then the officer has no reason to shorten anything, and you avoid a second application with its own fee and processing time.
If your passport is already submitted or the permit already issued short:
- Renew your passport as soon as possible.
- Apply for the work permit extension referencing the passport reason noted on your original application.
- Keep working — while a decision is pending on an extension application submitted before your current permit expires, you can generally continue working under the same conditions.
Frequently asked questions
My passport expires in 4 years and I'm eligible for 3. Any issue?
No — the cap only bites when the passport expires before the eligible PGWP length. With 4 years of passport and 3 years of eligibility, you get the full 3 years.
Can I just apply for a brand-new PGWP later instead of an extension?
No. The PGWP is generally once per person — you can't get a second one after completing an earlier program. The passport extension is a top-up of your existing permit, which is why it's allowed.
What if my passport expires while my extension application is pending?
Apply with the new passport in hand. The extension is granted upon renewal of the passport, so the renewed document is part of the application.
