"Am I Eligible for Medicare on My Visa? Is There a Waiting Period?"

⚠️ Disclaimer: For general information only — not tax, financial, legal, or medical advice. Figures may be outdated or incorrect; tax rules change frequently. Verify important decisions with the CRA/IRS or a qualified professional (for health topics, a licensed healthcare provider). You use this information at your own risk.
The short answer

Short answer: Australian citizens, permanent residents, and New Zealand Special Category (subclass 444) holders are eligible — and so are subclass 491 and 494 holders via Ministerial Orders. Most other temporary visa holders (482, 485, 500, 417) are not eligible, unless their country has a reciprocal healthcare agreement with Australia. There is no waiting period for Medicare itself — the 4-year wait people hear about applies to Centrelink payments, not Medicare.

Who is eligible

  • Yes: Australian citizens, permanent residents, and NZ citizens on the Special Category visa (subclass 444).
  • Yes: subclass 491 (Skilled Work Regional) and subclass 494 (Skilled Employer Sponsored Regional) holders — covered by Ministerial Orders.
  • Generally no: subclass 482 (Temporary Skill Shortage), 485 (Temporary Graduate), 500 (Student), and 417 (Working Holiday) holders.
  • The exception: nationals of countries with a reciprocal healthcare agreement (RHCA) — including the UK, Ireland, New Zealand, Sweden, the Netherlands, Finland, Belgium, Norway, Slovenia, Malta, and Italy — can access limited Medicare benefits even on temporary visas.
  • Student visa (500) holders must hold OSHC (Overseas Student Health Cover) as a visa condition instead of Medicare.

How to enrol

Enrol through myGov (link it to Medicare) or in person at a Services Australia centre. Bring your passport, visa grant notice, and proof of Australian address. The Medicare card typically arrives in 2–4 weeks — keep proof of your application in the meantime, as providers can bill Medicare once your enrolment is lodged.

The "waiting period" confusion

There is no waiting period to become eligible for Medicare — eligibility starts with the visa status above. The 4-year Newly Arrived Resident's Waiting Period (NARWP) that confuses everyone applies to most Centrelink income-support payments (like JobSeeker), not to Medicare. Don't let anyone tell you that you must wait 4 years for a Medicare card.

What Medicare covers (the basics)

Medicare covers treatment as a public patient in a public hospital, subsidised GP visits, and cheaper prescriptions through the PBS. It generally does not cover dental care, ambulance services in most states, or treatment as a private patient in a private hospital — that's what private health insurance is for.

Frequently asked questions

I'm on a 485 graduate visa — can I get Medicare?

Generally no, unless you're from an RHCA country. You'll need private health insurance (OVHC) for the duration of the visa.

My country has a reciprocal healthcare agreement — what do I actually get?

Limited cover: medically necessary treatment as a public patient in a public hospital, plus subsidised medicines. Enrol with your passport at a Services Australia centre.

Do I need private insurance while waiting for my Medicare card?

Once your enrolment is lodged you're covered — keep the application receipt. Student (500) visa holders need OSHC regardless, as a visa condition.

Does Medicare cover my partner and kids?

If they hold eligible visas themselves, enrol the whole family together — each person gets their own card details.

Are 491 holders really eligible? I heard conflicting things.

Yes. Subclass 491 and 494 holders are covered by Ministerial Orders — this is a common point of confusion on forums, but the eligibility is real.
