Can a Foreigner Get a CPF in Brazil? (How to Apply)

⚠️ Disclaimer: For general information only — not tax, financial, legal, or medical advice. Figures may be outdated or incorrect; tax rules change frequently. Verify important decisions with the CRA/IRS or a qualified professional (for health topics, a licensed healthcare provider). You use this information at your own risk.
The short answer

The CPF is Brazil's individual taxpayer registry number, issued by the Receita Federal (federal tax authority). For foreigners, it functions less as a "tax number" and more as a universal ID for bureaucracy — almost every form in Brazil asks for it, and many services simply won't proceed without one.

What the CPF is

The CPF is Brazil's individual taxpayer registry number, issued by the Receita Federal (federal tax authority). For foreigners, it functions less as a "tax number" and more as a universal ID for bureaucracy — almost every form in Brazil asks for it, and many services simply won't proceed without one.

Who can apply

Any foreigner, with or without Brazilian residency. You do not need a visa, a CRNM (migratory registration card), or a Brazilian address. Minors can get one too, applied for by a parent.

How to apply from abroad (the easy route)

  1. Find your consulate's e-consular portal — Brazilian consulates process CPF requests through the e-consular system.
  2. Fill in the FCPF form (Ficha Cadastral de Pessoa Física) online.
  3. Upload your documents: passport plus proof of birth (birth certificate). Some consulates ask for a sworn translation if documents aren't in Portuguese — check your consulate's page first.
  4. Wait for the number. Processing is typically a few days to a couple of weeks.

It's free. Be wary of anyone charging you a fee to "get a CPF" — paid finder services add nothing to this process.

How to apply inside Brazil

If you're already in Brazil, you can request a CPF at a Receita Federal office, at Banco do Brasil or Caixa Econômica Federal branches, or at post offices (Correios) — bring your passport. Affiliated locations (Correios, Banco do Brasil, Caixa) charge a small service fee — about R$7 at present, the maximum allowed (free via the Receita Federal website or a consulate); the number itself is issued by the Receita Federal.

What the CPF unlocks

  • Bank account — mandatory; no bank can open an account for you without it (a Central Bank rule)
  • Renting — landlords and agencies ask for it on contracts
  • Mobile phone plans — postpaid plans and some prepaid registrations require it
  • SUS (public health system) — registration asks for it
  • Buying property, opening a business (CNPJ), investing — all need it

Watch out for CPF status problems

A CPF can fall into irregular statuses — e.g. pendente de regularização (missing a required tax declaration) — which will block bank account openings and other services. If something fails "because of your CPF," check its status first at the Receita Federal before assuming the bank is at fault. Regularising it is usually a paperwork fix, not a penalty.

Frequently asked questions

Does having a CPF make me a Brazilian tax resident?

No. The CPF is just a registry number. Tax residency depends on physical presence (see the 184-day rule), not on holding a CPF.

I lost my CPF number. What now?

Your number never changes. You can recover it with your passport at a consulate or Receita Federal office, or through the Receita Federal's online services.

Do I need a CPF for a short tourist trip?

For a pure tourist trip — hotels, restaurants, sightseeing — no. But if you plan to rent an apartment, get a local phone plan, or stay longer, get one before you arrive; it's one less queue in Brazil.

This seems to be a hot topic on expat forums — why?

Because it's the single most-asked practical question about moving to Brazil: without a CPF nothing else moves, and consulate procedures vary slightly by country, so people compare notes constantly.
