My GBA tax subsidy application was rejected — what are the most common reasons?
The top three: your degree wasn't certified, your proof of days in the GBA city was insufficient, or you applied in more than one city. The painful part is the timing — there's only one application window per year, so a rejection for a fixable paperwork issue means waiting until next year.
The three classic rejections
| Reason | What goes wrong | How to fix |
|---|---|---|
| Degree not certified | Overseas diploma without Ministry of Education certification (留服认证) | Get the certification before applying |
| Insufficient day-count proof | Can't evidence 90 cumulative work days in the city | Labour contract with city work location; entry/exit records as backup |
| Duplicate applications | Filed in two GBA cities for the same tax year | Withdraw duplicates; apply only where you meet the test |
Other frequent trip-ups
- ID documents that expired during the tax year, or multiple IDs used for tax filing without consolidation.
- Talent credential that wasn't valid during the tax year (expired, or issued after year-end).
- Missing commitment letter or unauthorised IIT data query (you must authorise the e-tax bureau pull and submit the query serial number).
- Employer red flags: company on the abnormal-operation list or with serious tax-violation records can sink the application.
The window problem
Applications typically open for about a month (often May–June following the tax year, varying by city). Materials found incomplete get a short cure period (around 7 working days in some cities) — miss that and the application isn't accepted at all. Calendar the window; don't discover it from a rejection letter.
Pre-submission checklist
Run through this before the window opens:
- [ ] Degree certificates: overseas diplomas have留服认证; domestic ones are verifiable
- [ ] Day count: labour contract states the GBA city as work location; entry/exit records as backup
- [ ] Talent credential valid for the whole tax year
- [ ] ID documents valid for the whole tax year; multiple IDs consolidated
- [ ] IIT data query authorised on the e-tax bureau; query serial number recorded
- [ ] Commitment letter signed (by you, or by the withholding agent if they file for you)
- [ ] One city only — no duplicate filings
Frequently asked questions
Can I reapply next year for the same tax year?
No — each tax year's subsidy has its own window. A rejected application for 2024 can't be refiled in the 2025 window. Get it right the first time.
The rejection reason is vague — what now?
Ask the受理机关 (receiving authority) for specifics during the cure period. Vague rejections often mean a document failed a format check, not the substance.
Does rejection affect future applications?
A paperwork rejection doesn't blacklist you. But records of the attempt exist, so next year's filing should be visibly cleaner.
