UK ISA Allowances 2026/27: Cash ISA vs Stocks & Shares ISA and the 2027 Cap

The short answer

The Individual Savings Account (ISA) is the UK's flagship tax wrapper: interest, dividends and gains inside are free of UK tax. For 2026/27 the overall allowance is £20,000 — but a major reform lands on 6 April 2027, capping Cash ISA contributions at £12,000 a year for under-65s. Newcomers should understand the current rules and the cliff edge now, because 2026/27 is the last full tax year under the old regime.

How ISAs work

Anyone 18 or over and UK-resident can open an ISA (16–17 for Cash ISA only, with Junior ISA rules below that). You do not pay UK tax on interest or returns inside the wrapper, and you do not declare ISA income on a tax return. The allowance is use-it-or-lose-it: unused allowance does not roll over, and it resets every 6 April.

The main types:

  • Cash ISA — tax-free savings account; the safe, interest-bearing option.
  • Stocks & Shares ISA — invest in funds, shares and bonds tax-free.
  • Lifetime ISA (LISA) — up to £4,000 a year (counts toward the £20,000); the government adds a 25% bonus; for first homes or retirement; age 18–39 to open.
  • Innovative Finance ISA — peer-to-peer lending; niche.

You can split the allowance across types — e.g., £10,000 in Cash and £10,000 in Stocks & Shares — as long as the total stays within the annual limit.

2026/27: the last year of the old rules

For the tax year running 6 April 2026 to 5 April 2027, the position is simple:

  • Overall allowance: £20,000 per person, unchanged.
  • You may put the entire £20,000 into a Cash ISA if you wish — or any mix.
  • LISA contributions (max £4,000) count toward the £20,000.

If you are under 65 and prefer cash savings, 2026/27 is your last chance to shelter a full £20,000 in cash before the cap bites.

From 6 April 2027: the £12,000 cash cap

Announced at Autumn Budget 2025 and legislated for 2027/28 onwards:

  • Under-65s: maximum £12,000 a year into Cash ISAs, within the unchanged £20,000 overall allowance. To use the full £20,000 you must put at least £8,000 into non-cash ISAs (Stocks & Shares, Innovative Finance).
  • Aged 65 or over: the Cash ISA limit stays at £20,000 (applies from the start of the tax year in which you turn 65).
  • Existing Cash ISA balances are protected — the cap applies to new subscriptions only.
  • Anti-avoidance rules accompany the change (including restrictions on transfers from non-cash to Cash ISAs for under-65s) — check the current factsheet on gov.uk.

Newcomer specifics

  • Residence matters. You must be UK-resident to subscribe in a given tax year. In your arrival year, check your residence position before contributing — contributions made while non-resident can create problems.
  • You cannot carry forward. Arriving in February? You have weeks, not months, to use that year's allowance.
  • Cash ISA vs Stocks & Shares ISA is a risk decision, not a tax decision — both are tax-free inside. The tax wrapper does not make investing safe; it only makes the returns tax-free.
  • Do not confuse ISAs with pensions. ISAs are accessible anytime (except LISA restrictions); pensions lock money away with different tax treatment.
  • Transfers don't use up allowance. Moving money between ISAs of the same tax year via the official transfer process doesn't count as a new subscription — but always use the formal transfer route, never withdraw and re-deposit, or the money counts against your allowance twice.

Frequently asked questions

I am 64. Does the £12,000 cap apply to me?

The higher £20,000 cash limit applies from the start of the tax year in which you turn 65 — so for 2027/28, someone turning 65 during that year keeps the £20,000 cash limit.

Can I still transfer old Cash ISA balances?

Existing balances are protected. But from April 2027, under-65s face restrictions on transferring from Stocks & Shares ISAs into Cash ISAs — check the anti-circumvention rules.

What happens to interest earned inside a Cash ISA above the cap?

The cap limits new subscriptions, not balances or growth. Interest accruing inside stays tax-free.

Should I rush to fill my Cash ISA before April 2027?

Only if cash savings suit your goals. The reform nudges savers toward investing, but investing carries risk the Cash ISA does not. Decide on risk first, tax wrapper second.

Can non-residents keep existing ISAs?

You generally cannot subscribe while non-resident, but existing ISAs keep their tax-free status. Confirm your position if you leave the UK.
